MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Ronald E. Cox, Mayor
Lee Booker, Phyllis Campbell, Jack Woodell, and Everett Guill, Councilmembers
Laurie C. Francis, Clerk/Treasurer
Joseph R. Williams, Town Manager
Jim Hires, Police Chief
Mike Crews, Public Works Director
Absent: Meg Tibbs & James Nowlin, Councilmembers
Upon motion by Everett Guill, seconded by Jack Woodell and unanimously carried, council approved the agenda with the following additions: 1) Paying of Auditors Bill 2) Special Invitation from the Brookneal Volunteer Fire Department.
MINUTES
Upon motion by Lee Booker, seconded by Everett Guill and unanimously carried, the September 11, 2001 minutes were approved.
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by Everett Guill, seconded by Jack Woodell and unanimously carried, authorizing the payment of the invoices for the period of September 12, 2001 to October 9, 2001 in the amount of $23,184.96.
POLICE REPORT
Chief of Police, Jim Hires reported that for the month of September there was no reportable crimes for the first time in many years.
Chief Hires reported that he and Sergeant Kurland Roark attended a two-day school on domestic terrorism during the week prior to the council meeting.
Public Works Director reported that the health inspector from Danville had inspected the water treatment plant and the results were better that they have ever been.
The Long Island Ruritan Club is sponsoring a circus on October 25, 2001 at the Brookneal Recreation Park.
Due to a warning from the EPA of possible terrorist attacks on the nations water systems, fishing will no longer be permitted in the Town’s reservoir. This will remain in effect until further notice.
No one appeared before Council.
Dr. Darrel Staat, President of CVCC, spoke to Council and citizens concerning the implementation of an off campus center to be located in the Town of Brookneal. Comparisons were made between the Altavista Center and the proposed facility for the Brookneal Site. This center will serve individuals with college courses, provide training to the business community and support and work with economic development.
Theresa Bryant, Director of Workforce Development; Linda Rodriguez, Coordinator – Altavista Center; and Chester Brockwell, Business Liaison for the Altavista/Brookneal Centers appeared before council to inform them of the various opportunities the off campus center would provide to the Town of Brookneal. Ms. Bryant stated that the Brookneal center should be running a full schedule by the fall of 2002.
DISCUSSION OF MENTORING PROGRAM FOR CHILDREN NEEDING BIG BROTHER/BIG SISTER.

DISCUSSION OF CABLE INTERNET SERVICE THROUGH ADELPHIA.

Upon motion by Phyllis Campbell, seconded by Everett Guill and unanimously carried, council voted to change the Town of Brookneal’s election date from May to November.
Upon motion by Lee Booker, seconded by Jack Woodell and unanimously carried, council voted to hold fall clean up during the week of October 22nd – October 26th, 2001.
Phyllis Campbell reported that the kick off dinner held on Saturday, October 6, 2001 was a success. Over $2000 was raised for the Bicentennial fund.
Council ruled by consensus to remove the blinds from the community center.
Upon motion by Lee Booker, seconded by Phyllis Campbell and unanimously carried council voted to pay the auditor bill for the 2000/2001 audit of the Town’s books and an additional amount carried over from last fiscal year in the amount totaling $11,000.
Curtis Smith, BVFD Chief, invited council to attend the Fire Departments 55th anniversary celebration on Saturday, October 13, 2001 from 11:00 am until 2:30 pm.
Upon motion by Phyllis Campbell, seconded by Everett Guill and unanimously carried, council went into Closed Meeting pursuant to VA Code 2.1-344(A)(1).
Mayor Cox called for a show of hand vote that all matters discussed were in accordance with VA code Section 2.1-344(A)(1).
All concurred.

Upon motion by Everett Guill, seconded by Jack Woodell and unanimously carried, council adjourned.
