MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 P.M. – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Phyllis Campbell, Lee Booker, James Nowlin, Jack Woodell, and Everett Guill, Councilmembers

Danny Inge, Town Manager

Beth R. Elder, Clerk/Treasurer

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

 

APPROVAL OF AGENDA

 

Upon motion by James Nowlin, seconded by Lee Booker and unanimously carried, council approved the agenda with the following additions; 1) Proclaiming Constitution Week, and 2) Scenic River – South.

 

 

MINUTES

Upon motion by James Nowlin, seconded by Everett Guill and unanimously carried, the August 8, 2000 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by Everett Guill, seconded by James Nowlin and unanimously carried, authorizing the payment of the invoices for the period of August 11, 2000 to September 11, 2000 in the amount of $39,463.66.

 

 

SMALL BUSINESS DEVELOPMENT CENTER REQUEST

Director, Barry Lyons requested by letter $2,500.00 annual support from the Town of Brookneal to the SBDC to insure their ability to assist existing and new

 

small businesses in our area.

 

Council took no action on this request.

 

CONSUMER UTILITY TAX

 

Electric Utility deregulation requires that our Consumer Utility Tax Ordinance be updated to reflect collection based on kilowatt-hour usage basis.  By consensus council authorized the Town Manager to proceed with a public hearing on this matter at the next council meeting.

 

COUNCIL RETREAT

Council talked about the recent council retreat.  Lee Booker thought that council should recognize various civic organizations at each council meeting and ask for citizen participation for our 200th anniversary.

 

Jack Woodell suggested that we have all the town ministers come and be recognized.

 

 

PROCLAMATION FOR CONSTITUTION WEEK

 

Upon motion by Phyllis Campbell, seconded by James Nowlin and unanimously carried, council proclaimed September 17th through September 23rd as Constitution Week as requested by the Red Hill Chapter of the Daughters of the American Revolution (DAR).

 

 

RESOLUTION – STAUNTON RIVER SCENIC DESIGNATION

 

Upon motion by Lee Booker, seconded by Phyllis Campbell and unanimously carried, council adopted the following resolution:

 

RESOLUTION OF

THE BROOKNEAL TOWN COUNCIL

IN SUPPORT OF STAUNTON RIVER SCENIC DESIGNATION

WHEREAS, The Virginia Scenic Rivers Act and Program, administered by the Virginia Department of Conservation and Recreation, identifies, recognizes, and provides a level of protection to rivers and streams whose scenic beauty, historic importance, recreational significance, and natural characteristics make them resources of particular importance; and

 

WHEREAS, the Department of Conservation and Recreation conducted and evaluation of a 40.5 miles of the Staunton River of July 26, 2000, and determined from the evaluation that this section of the Staunton River does qualify for designation as a State Scenic River; and

 

WHEREAS, it is the firm belief of the Brookneal, Virginia Town Council that the addition of this 40.5 miles to the existing 11.5 miles between Long Island and Brookneal, which was designated in 1975 by the Virginia General Assembly as a State Scenic River, will provide numerous benefits to the citizens of Brookneal as well as provide recognition to this significant and unique river corridor;

 

THEN, BE IT HEREBY RESOLVED: That the Town of Brookneal, Town Council hereby concurs with the findings of the Department of Conservation and Recreation’s evaluation and requests that the Department of Conservation and Recreation proceed with all deliberate speed to finalize, by act of the General Assembly of Virginia, the designation of the aforementioned 40.5 mile section of the Staunton River as a part of the Virginia Scenic River System.
