MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 P.M. – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Lee Booker, Phyllis Campbell, Jack Woodell, Meg Tibbs, and Everett Guill, Councilmembers

Laurie C. Francis, Clerk/Treasurer

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

 

APPROVAL OF AGENDA

 

Upon motion by Meg Tibbs, seconded by Jack Woodell and unanimously carried, council approved the agenda with the following additions: 1) Resolution to adopt Police Mutual Aid Agreement.  2) Red Hill Garden Club  3) Resignation of Charles McDowell  from Campbell County Airport Authority.

 

 

MINUTES

Upon motion by Everett Guill, seconded by Lee Booker and unanimously carried, the July 10, 2001 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by Everett Guill, seconded by Phyllis Campbell and unanimously carried, authorizing the payment of the invoices for the period of June 12, 2001 to July 9, 2001 in the amount of $24,060.89.

 

Police Mutual Aid Agreement

Upon motion by Phyllis Campbell, seconded by Lee Booker and unanimously carried, council adopted the following resolution:

RESOLUTION OF

THE BROOKNEAL TOWN COUNCIL

 

The governing body of the Town of Brookneal, consisting of 7 members, in a regular meeting on the 14th day of August 2001, at which a quorum was present, resolved as follows:

 

WHEREAS, for a number of years the Brookneal Police Department and law enforcement agencies from surrounding localities participated in informal mutual aid agreements; and,

 

WHEREAS, these informal agreements (a) helped promote regional cooperation among law enforcement agencies (b) helped participating jurisdictions provide necessary law enforcement services during emergencies and (c) helped enhance the overall quality of law enforcement services in Central Virginia;

 

WHEREAS, the 1997 General Assembly amended the code of Virginia to authorize law enforcement agencies and local governing bodies to enter into formal written mutual aid agreements; and,

 

WHEREAS, written mutual aid agreements are viewed as a means of improving law enforcement services throughout Central Virginia; and,

 

WHEREAS, at this time the Amherst County Sheriff’s Department and the Town of Amherst are still deciding whether or not they wish to participate in the new mutual aid agreement.  The other law enforcement agencies and localities in Central Virginia do not wish to delay the signing of a new mutual aid agreement while the Amherst County Sheriff’s Department and the Town of Amherst decide whether or not to participate in the agreement.  If the Amherst County Sheriff’s Department and the Town of Amherst ultimately decide to participate in the new mutual aid agreement it would be appropriate to enter into an agreement including the Amherst County Sheriff’s Department and the Town of Amherst; and,

 

NOW, THEREFORE, BE IT RESOLVED that the Brookneal Town Council hereby authorizes the Town to enter into a written mutual aid agreement with the Bedford County Sheriff’s Department, The Campbell County Sheriff’s Department, the Town of Altavista, the City of Bedford, and the City of Lynchburg for the joint use of law enforcement forces, both regular and auxiliary, equipment and materials, in order to maintain the peace and good order, and the Town Mayor and/or the Town Manager are authorized to execute such agreement on behalf of the Town of Brookneal; and,

 

BE IT FURTHERE RESOLVED that if the Amherst County Sheriff’s Department and the Town of Amherst decide to participate in the new mutual aid agreement the Brookneal Town Council hereby approves such participation and the Town Mayor and/or the Town Manager are authorized to execute an agreement including the Amherst County Sheriff’s Department and the Town of Amherst.

RED HILL GARDEN CLUB

 

Members of the Red Hill Garden Club appeared before council to issue a complaint concerning the new trash collection site planned for just outside the town limits at the Brookneal Chips Plant on 501.

 

Mrs. Carolyn Lusardi, of 201 Earl Street, spoke on behalf of the Garden club stating that the objective of the club is the beautification of Brookneal.   Mrs. Lusardi stated that the Red Hill Garden Club wanted to go on record as being opposed to the trash collection site on 501.  Various members voiced the following concerns:  1) Large trucks entering in and out of the road that the site is located on could be a danger.  2) There would be too much dust and noise for the people that live near and around the site.  3) How will the debris be controlled?  4) Who will be using the site?

 

Although Council also had some questions regarding the proposed site they reminded those present that this was a Campbell County project and thus the Town had no actual authority in the matter.  It was suggested to the members present that they voice their concerns at the next Board of Supervisors meeting.

 

 

BROOKNEAL/CAMPBELL COUNTY AIRPORT AUTHORITY

 

On August 8, 2001 Charles R. McDowell, III submitted his letter of resignation from the Brookneal/Campbell County Airport Authority.  Discussion was held as to whom the Town would appoint to fill the vacancy.  Council decided to look into this matter and discuss it further at a later meeting.

 

 

AGREEMENT FOR THE PROVISION OF ELECTRIC SERVICE

 

Upon motion by Everett Guill, seconded by Phyllis Campbell and unanimously carried, the Brookneal Town Council in its regularly scheduled meeting on the 14th day of August, 2001 voted to adopt the Agreement for the Provision of Electric Service to Municipalities and Counties of the Commonwealth of Virginia from Virginia Electric and Power Company.

 

 

FAMILY HEALTH INSURANCE ADJUSTMENT FUNDING

 

After a recommendation by the Personnel Committee and upon motion by Jack Woodell, seconded by Everett Guill, and unanimously carried, council voted that the employee health insurance contributions would remain exactly the same as the previous year.

 

TOWN MANAGER SEARCH COMMITTEE RESPONSE

 

The following members of the Brookneal Town Manager Search committee met on Thursday, August 9, 2001:  Jack Woodell, Herbert Guthrie, Jimmy Adams, Ronny Cox, and Lee Booker.  The committee decided to expand the advertisement for the Town Manager position and advertise on the Internet.

 

DAY IN THE PARK

 

Lee Booker reported that 20 plus entries had signed up for the Day in the Park so far.  Suggestions have been made to include a pie judging contest and a kid’s talent show.  Councilman Booker stated that he was trying to have most of the same activities as last year along with some new additions.

 

 

BICENTENNIAL COMMITTEE REPORT

 

Council Member Meg Tibbs stated that all was going well so far.  Council Member Phyllis Campbell is working on getting banners made.  The committee has approved up to $500 to be spent for a promotional poster for the Town of Brookneal similar to the one used by the City of Lynchburg.  October 6, 2001 is the kickoff banquet and the groundbreaking ceremony for the park is tentatively scheduled for January 1, 2002.

 

 

DISCUSSION OF NUISANCE PET ORDINANCE

 

Public Works Director, Mike Crews stated that he had spoken with Bennett David of Campbell County Animal Control and Paul with Campbell County Zoning.  The County recently adopted an ordinance for anything that has an R1 and R2 and Paul would be sending information to the town regarding a nuisance pet ordinance.  This information can be discussed further at the September Town Council Meeting.

 

INFORMATION ITEMS:

 

·         BROOK STREET PROJECT

The Brooke Street project infrastructure contract will begin on August 1, 2001.  Town Attorney is completing easement documents.  Housing renovation inspections on last houses are complete.

·         TOWN HALL/COMMUNITY BUILDING RENOVATION REPORT

Repairs on the Town Hall and the Community Building Dining Room have been completed.

·         PRESENTATION OF CHECK BY THE VIRGINIA TOBACCO COMMISSION

The presentation of a mock check by the Virginia Tobacco Commission is scheduled for August 23rd, 2001 at 12:00 P.M.

 

·         VDOT

VDOT has put in a work order to make improvements to the turning lanes at the traffic light in town.

 

·         DINNER MEETING

A dinner meeting with the Board of Supervisors and the Town Councils of Brookneal and Altavista is scheduled for Tuesday, October 30, 2001  at 6:30 P.M. at An Claddaugh in Altavista.

 

CLOSED MEETING

 

Upon motion by Everett Guill, seconded by Lee Booker and unanimously carried, council went into Closed Meeting for discussion of personnel matters pursuant to VA Code 2.1-344(A)(1).

 

RETURN FROM CLOSED MEETING

 

Mayor Cox called for a show of hand vote that all matters discussed were in accordance with VA code Section 2.1-344(A)(1).

 

All concurred.

 

 

HIRING PART-TIME ADMINISTRATIVE ASSISTANCE

 

Upon motion by Jack Woodell, seconded by Phyllis Campbell, and unanimously carried, council voted to advertise to hire the part-time position of Administrative Assistant.

 

PAYMENT OF ACTING TOWN MANAGER’S INSURANCE

 

Upon motion by Phyllis Campbell, seconded by Meg Tibbs, and unanimously carried, council voted that the town pay all of Mike Crews’ insurance, including his family, while he is filling in for the Town Manager.

 

CLERK/TREASURER RESPONSIBILITIES

 

Upon motion by Meg Tibbs, seconded by Lee Booker, and unanimously carried, council voted that Clerk/Treasurer, Laurie Francis, would be given the responsibility of being in charge of the front office to include supervisory duties.

 

 

ADJOURNMENT

Upon motion by Meg Tibbs, seconded by Everett Guill and unanimously carried, council adjourned.
