MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

 

7:00 P.M. – Public hearing regarding liquor by the drink

Several members of the community appeared to speak out on the liquor by the drink referendum.

 

Billy Guthrie, owner of Guthrie’s True Value Hardware, voiced his opposition to liquor by the drink stating that he hoped council would vote against it.

 

Several others spoke in agreement with Mr. Guthrie including Herbert Guthrie, owner of Guthrie’s Real Estate, Doris Conner of Virginia Ave, and Bob Jean, owner of Staunton River Antiques.

 

Mr. Billy Guthrie asked that those in attendance who were opposed to liquor by the drink, to stand.  All present stood in opposition.

 

With no further discussion, Mayor Cox closed the Public Hearing at 7:06 P.M.

 

7:00 P.M. – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Lee Booker, Meg Tibbs, Phyllis Campbell, Jack Woodell, James Nowlin and Everett Guill, Councilmembers

Joseph R. Williams, Town Manager

Laurie C. Francis, Clerk/Treasurer

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

 

APPROVAL OF AGENDA

 

Upon motion by James Nowlin, seconded by Phyllis Campbell and unanimously carried, council approved the agenda.

 

 

MINUTES

Upon motion by Jack Woodell, seconded by Meg Tibbs and unanimously carried, the March 12, 2002 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by Everett Guill, seconded by Phyllis Campbell, and unanimously carried, authorizing the payment of the invoices for the period of March 13, 2002 to April 8, 2002 in the amount of $33,861.45.

 

POLICE REPORT

 

Chief Hires reported that there were two reportable crimes for the month of March.

 

 

PUBLIC WORKS REPORT

 

Public Works Director, Mike Crews, stated that Spring Clean Up was complete and the hydrants in town had been flushed.  Mr. Crews informed council that there were greater problems with the sewer lines this year because of the drought.

 

 

PUBLIC INPUT

 

Chad Seals and Wayne Elder appeared before Council requesting assistance with the purchase of a lightening detection device.  The cost of this device would be around $4,500 and would be used at the Brookneal Recreation Park to allow early warning of approaching storms that contain dangerous lightening.

 

Gary Colbert, representing the Brookneal Dixie Youth Baseball organization, appeared before Council requesting that the Town of Brookneal help with the purchase of new bleachers for the recreation park.

 

Upon motion by Lee Booker, seconded by Everett Guill, and unanimously carried council voted to contribute $3,000 to the Brookneal Dixie Youth Baseball League to be used toward the purchase of new bleachers.

 

 

REQUEST BY WOMENS CLUB FOR THE TOWN TO SPONSOR A POT

 

Upon motion by Meg Tibbs, seconded by Phyllis Campbell, and unanimously carried, Council voted to contribute $50 to the Brookneal Women’s Club for the purchase of a flowerpot to be placed along Main Street.

 

REQUEST FOR LIQUOR BY THE DRINK TO BE PLACE ON REFERENDUM

 

Upon motion by James Nowlin, seconded by Jack Woodell and unanimously carried, council voted no to placing liquor by the drink on the referendum.

BUDGET WORKSHOP SCHEDULED

 

Council, by consensus, agreed to meet on Tuesday, April 23rd 2002 to conduct a budget workshop.

 

 

 

ADJOURNMENT
