MINUTES OF THE BROOKNEAL TOWN COUNCIL

7:00 PM – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Robert Jean, Barbara Laprade, Mark Wilkes (came in at 7:45 p.m.), Richard Adams, and Joseph B. David, Jr., Council Members
Richard Baldwin, Chief of Police
Russell Thurston, Town Manager
Mike Crews, Public Works Director
Bobbie Waller, Clerk/Treasurer

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG

APPROVAL OF AGENDA

Upon motion by Robert Jean, seconded by Richard Adams, and unanimously carried, Council approved the agenda for the December 11, 2018, regular meeting of the Brookneal Town Council.

MINUTES

Upon motion by Robert Jean, seconded by Joseph David, and unanimously carried, Council approved the minutes for the November 13, 2018 Town Council meeting.

TREASURER’S REPORT

Mayor Campbell asked that the December 2018 treasurer’s report be filed for audit.

PRESENTATION AND APPROVAL OF INVOICES

Be it resolved that motion was made by James Nowlin, seconded by Robert Jean and unanimously carried, authorizing the payment of the invoices for the period of November 14, 2018 to December 11, 2018, in the amount of $9,417.91.

POLICE REPORT

Police Chief Richard Baldwin presented the police report for November 2018. He said of the 45 calls for service, 40 were answered by the Brookneal Police Department. Chief Baldwin said that he would miss Mayor Campbell upon her retirement, and he thanked her for all she does for the Town.

PUBLIC WORKS REPORT

Mike Crews, Public Works Director, said that the contractors finally finished the sewer project tie in on Wickliffe Road on Thursday of last week. He said with the weather they will have to landscape and clean up the site when they can. He said the first major snowstorm this past weekend was one of the earliest received. He said that trash pickup for Christmas day will be on Wednesday, December 26, 2018.

TOWN MANAGER REPORT

Town Manager Russell Thurston said that the Chamber of Commerce had an open house and window judging contest on November 30, 2018. He recognized Team Nurse for winning 1st place in the contest. He said the Christmas parade last Thursday was very well attended with Mayor Campbell being the grand marshal for the parade this year.

• FINANCE AND PLANNING COMMITTEE REPORT ON NOVEMBER 28, 2018 MEETING

Mr. Thurston informed the Council that the Finance and Planning Committee did meet on November 28, 2018 to discuss a few items. Councilperson Adams said that on November 28, the finance committee met including himself and Councilperson Laprade. He said he had consulted with Committee Member Jean prior to their meeting since he could not attend. He said they had 2 items that they looked at, one being the fence for the ballpark for repairs and/or replacement. He said the Brookneal Dixie Girls had asked for 50% of the cost of the changes and additions to the fence. He said the total project cost was $9,371, with the requested half from the Town being $4,686. He said that since we anticipate having some potential revenues come in from prior year’s tax bills of $3,800 plus the $3,000 the County gives the Town to be allocated to the ballpark, the $4,686 could be given to the Brookneal Dixie Girls for the fencing project. He said the 2nd item was concerning the attorney who came to the Council meeting last month concerning the sale of the River Ridge Apartments. The attorney presented a request to the Council to waive some fees for past due taxes that they had overlooked covering in their closing process. He said the committee had looked at it and could not find any real grounds to waive and forgive those back taxes which were from 2016 and 2017. He said that the oversight on the part of the attorneys of these fees is the problem of the attorneys and not the Town’s problem, and the committee feels that they should be held responsible. He said that Campbell County was paid their taxes for those years. He said that the committee’s recommendation to the Council is to hold the attorney responsible for those taxes; he said that if Mr. Thurston/Ms. Waller feels that the penalties and interest could be waived, the committee will leave that to their discretion.

RESOLUTION OF APPRECIATION FOR RETIRING COUNCILPERSON ROBERT JEAN

Town Manager Russell Thurston and Mayor Phyllis Campbell presented the following resolutionof appreciation to retiring Councilperson Robert Jean: 

RESOLUTION OF APPRECIATION
IN THE HONOR OF 
COUNCILMAN GEORGE ROBERT JEAN JR.

WHEREAS: Town Council, Town Staff and the good and grateful citizens of Brookneal desire to recognize the dedicated service of Councilman Bob Jean; and

WHEREAS: Councilman Jean; is a loving father, and grandfather; as well as a devoted and caring husband to his wife of many years, his beloved Bernice; and

WHEREAS: Councilman Jean has been a consistent supporter of the students at William Campbell Combined School, a supporter of our local children as demonstrated by his many years of service to Brookneal’s youth recreation and sports programs, a supporter of our town employees, and a supporter of limited government, individual rights and fiscal responsibility; and

WHEREAS: Mr. Jean having served four consecutive terms as councilman totaling sixteen years has decided it is time to retire from his Town Council duties;

NOW, THEREFORE I, Phyllis Campbell, by virtue of the authority vested in me as the Honorable Mayor of the Town of Brookneal, do hereby affirm that Tuesday, December 11, 2018, shall be recognized as a day of appreciation in the honor of:

Mr. Bob Jean, for his dedicated service to the people of Brookneal, letting it be known to all; The Town of Brookneal is a better place because of him and he will be truly missed,

In Witness Whereof, I have hereunto set my hand and caused the Seal of the great Town of Brookneal to be hereby affixed this 11th day of December of the year of our Lord two- thousand eighteen.

Councilperson Jean said that he appreciated the opportunity given to him by the citizens of Brookneal to serve them; he said he enjoyed it and he thought progress was made. He said the Town Council worked together as republicans, democrats and diverse races with seldom a cross word, and he could not understand how people in Washington cannot work out their differences and come to a solution to the problems.

RESOLUTION OF APPRECIATION FOR RETIRING MAYOR PHYLLIS CAMPBELL

Town Manager Russell Thurston and Vice Mayor (Mayor-elect) James Nowlin presented the following resolution of appreciation to retiring Mayor Phyllis Campbell:

RESOLUTION OF APPRECIATION
IN THE HONOR OF
MAYOR PHYLLIS CAMPBELL

WHEREAS: Town Council, Town Staff and the good and grateful citizens of Brookneal desire to recognize the dedicated service of our beloved Mayor, Phyllis Campbell; and

WHEREAS: Mrs. Campbell is a caring woman called by God to invest her time and talents in the roles of public service both along-side her late husband Dr. Jack Campbell as founders of our Brookneal Medical Center, and as the top elected officer in Brookneal; and

WHEREAS: Mrs. Campbell has been a vocal advocate and champion at the local, regional and state level always fighting for and promoting the best interests of the citizens of Brookneal on issues too numerous to mention, however, the students and staff of William Campbell Combined School have always held a special place in her heart; and

WHEREAS: Mrs. Campbell having served four years as council member, and sixteen years as Mayor from 1998 to 2018 has decided it is time to retire from her Mayoral duties;

NOW, THEREFORE, I, James (Champ) Nowlin, by virtue of the authority vested in me as the Honorable Mayor-Elect of the Town of Brookneal, do hereby affirm that Thursday, December 13, 2018, shall be recognized as a day of appreciation in the honor of: 

Mrs. Phyllis Campbell, for her outstanding and exemplary service to the people of Brookneal. Let it be known; Brookneal is a better place because of her; the positive impact of her leadership will be felt for many years; and she will be greatly missed. In Witness Whereof, I have hereunto set my hand and caused the Seal of the great Town of Brookneal to be hereby affixed this 11th day of December of the year of our Lord two- thousand eighteen.
