MINUTES OF THE BROOKNEAL TOWN COUNCIL

7:00 PM – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:
James Nowlin, Vice Mayor
Barbara Laprade, Mark Wilkes, Richard Adams, and Joseph B. David, Jr., Council Members
Richard Baldwin, Chief of Police
Russell Thurston, Town Manager
Mike Crews, Public Works Director
Bobbie Waller, Clerk/Treasurer
Absent: Phyllis Campbell, Mayor and Robert Jean, Council Member

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG

APPROVAL OF AGENDA

Upon motion by Mark Wilkes, seconded by Richard Adams, and unanimously carried, Council approved the agenda for the June 12, 2018, regular meeting of the Brookneal Town Council.

MINUTES

Upon motion by Joseph David, seconded by Richard Adams and unanimously carried, Council approved the minutes for the May 10, 2018 Physical Development Committee meeting and the Town Council meeting.

TREASURER’S REPORT

Vice Mayor Nowlin asked that the June 2018 treasurer’s report be filed for audit.

PRESENTATION AND APPROVAL OF INVOICES

Be it resolved that motion was made by Barbara Laprade, seconded by Joseph David and unanimously carried, authorizing the payment of the invoices for the period of May 9, 2018 to June 12, 2018, in the amount of $11,133.84.

PUBLIC COMMENT

Mr. John Vincent, of Cook Avenue, said that he only had 5 paying customers for the car show May 19 due to the rain. He said that he took Dale and Amanda Letterman out for lunch to the Drugstore Grill with the proceeds since they have helped him with the car show for the last 6 years. He said he had a visitor recently, a black bear in his yard. He said he would like some help with the lot next to him that is overrun with kudzu; he said it is higher than his head. He said he has fought this for 11 years, and he didn’t see why he should have to work so hard to keep the kudzu off his property. He also said that he would like a letter sent to the owners of the property next door to him that has really become a mess.

POLICE REPORT

Police Chief Richard Baldwin presented the police report for May 2018. He said of the 63 calls for service, 57 were answered by the Brookneal Police Department.

PUBLIC WORKS REPORT

Mike Crews, Public Works Director, said that his department had a rash of water breaks starting on Mother’s Day weekend in May and continuing that week. He said the Dixie Girls are hosting the all-star tournament in Brookneal this year, and it will be starting June 22. Councilperson Laprade asked about the fire hydrants that are still not working; Mr. Crews said that he would be working on replacing those.

TOWN MANAGER REPORT

Town Manager Russell Thurston said that since it is the end of the fiscal year, he said the office will look at how much money may be left before the end of June to purchase items such as the fire hydrants that are needed. He said that people have come in and talked about the dialysis center that is considering coming to Brookneal. He said the office staff is doing everything they can to make that happen by getting information and answering questions for the prospective business. He said that to his knowledge the dialysis center is looking at the empty building space beside the CVS pharmacy. He said that he does believe that the River Ridge Apartments have been sold, and Ms. Waller noted that the closing date is supposed to be June 15, 2018. He said Mr. Crews will be attending the hazardous mitigation meeting at Region 2000 on June 15, 2018. He said that Campbell County approved the Brookneal allocation for the upcoming budget year 2018-2019.

Councilperson Laprade asked about the looks of the Lower Old Main Street. She asked what could be done about it. Chief Baldwin said that it was actually looking better than it had in the past, but he and Mr. Thurston said they would continue to work on it.

Upon motion by Richard Adams, seconded by Joseph David, and unanimously carried, the Council voted to approve the general fund budget for 2018/2019 as presented and advertised. A verbal vote was taken as follows:

ITEMS FROM TOWN COUNCIL

Councilperson David said that he would like to encourage all the churches in the area to ring their bells at 10:45 on Sunday mornings. He said Brookneal Baptist was going to start ringing their church bell on Sundays. Mr. David also discussed the possibility of a steering committee to come up with ideas for the ballpark.
