MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 PM – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

Phyllis Campbell, Mayor

James Nowlin, Vice Mayor

Richard Adams, Mark Wilkes, Barbara Laprade, and Joseph B. David, Jr., Council Members 

Russell Thurston, Town Manager

Bobbie Waller, Clerk/Treasurer

Mike Crews, Public Works Director

Ricky Baldwin, Chief of Police

Absent:  Robert Jean, Council Members

PUBLIC HEARING FOR A SPECIAL USE PERMIT FOR THE MONROE VINEYARD—“STAUNTON RIVER ROE”

 

Mayor Campbell opened the public hearing at 7:01 p.m. for a zoning special use permit for a vineyard operation within the Town.  No one spoke in favor of or in opposition to the vineyard operation.  Mayor Campbell then closed the public hearing at 7:02 p.m. 

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG

 

APPROVAL OF AGENDA

 

Upon motion by Barbara Laprade, seconded by Richard Adams, and unanimously carried, Council approved the agenda for the April 14, 2015, regular meeting of the Brookneal Town Council with the following addition 1)  Request for Transfers of Appropriation.

MINUTES

 

Upon motion by Mark Wilkes, seconded by Joseph B. David, Jr., and unanimously carried, Council approved the March 10, 2015, Town Council meeting minutes. 

TREASURER’S REPORT

Mayor Campbell asked that the April 2015 treasurer’s report be filed for audit. 

PRESENTATION AND APPROVAL OF INVOICES

 

Be it resolved that motion was made by James Nowlin, seconded by Mark Wilkes, and unanimously carried, authorizing the payment of the invoices for the period of March 11, 2015 to April 14, 2015, in the amount of $19,834.68.

PUBLIC COMMENT

 

No one spoke before Council during public comment time. 

 

POLICE REPORT

 

Chief Richard Baldwin presented the police report for March 2015.  He said of the 104 calls for service in March, 85 were answered by the Brookneal Police Department.   

 

PUBLIC WORKS REPORT

Public Works Director Mike Crews thanked everyone who worked on the incident that happened at the stoplight in which a tractor trailer accidenttook out a portion of the stoplight and pole on April 9, 2015.  He said various work crews showed up in a timely fashion and worked diligently to restore power and clean up the area.  He said that the Town is going to have to look at replacing the Town dump truck; he said that the one we have is not operable at this time.  He said that there will be a training session here on May 1 about the carbon feed facility at the water treatment plant.  He said the Office of Drinking Water has contacted several localities and invited them to participate in this training. 


Mr. Crews said that spring cleanup would be April 20 to May 1, 2015. 

SPECIAL USE PERMIT FOR THE MONROE VINEYARD

 

Upon motion by Joseph B. David, Jr., seconded by James Nowlin, and unanimously carried, the Council voted to approve the special use permit for the Monroe Vineyard.  A verbal vote was taken as follows:

MOTION REGARDING GRANT APPLICATION FOR WATER SYSTEM ENGINEERING REPORT

 

Upon motion by Richard Adams, seconded by James Nowlin, and unanimously carried, the Council authorized the Town Manager to apply for a grant not to exceed $50,000 with the Department of Health, Office of Drinking Water for the purpose of conducting a preliminary engineering report to facilitate ongoing water system improvements. 

 

 

TOWN MANAGER REPORT

 

Town Manager Russell Thurston said that Day in the Town is May 2, 2015, and the permit has been submitted to VDOT for that event.

RESOLUTION FOR CHARLES HALEY

Upon motion by James Nowlin, seconded by Joseph B. David, Jr. and unanimously carried, the Council approved the following resolution for Charles Haley.

RESOLUTION RECOGNIZING CHARLES LEWIS HALEY

           

WHEREAS, Charles Lewis Haley was born and raised in Campbell County Virginia; and played football at William Campbell High School; and

WHEREAS, Charles Haley was a starter on the defensive side of the football for the James Madison Dukes in the early 1980’s where he was also named as a two-time All-American finishing his college career as the schools leading tackler with over 500 stops; and

WHEREAS, Charles Haley was inducted into the Virginia Sports Hall of Fame in 2006 and the College Football Hall of Fame in 2011; and

WHEREAS, Charles Haley went on to play for a total of twelve seasons in the National Football League having first been drafted to play for the San Francisco 49er’s, and later played for the Dallas Cowboys; and

WHEREAS, Charles Haley during his NFL career accumulated just over 100 quarterback sacks during his 169 games and is also credited with a number of interceptions, fumble recoveries and a touchdown; and

WHEREAS, Charles Haley was twice named as the NFC Defensive Player of the year, 1990 and 1994, Mr. Haley was also selected to five Pro Bowl teams; and

WHEREAS, Charles Haley is the only player in the history of the NFL to play on five Super Bowl winning teams; two times with San Francisco, Super Bowls XXIII, and XXIV, and three times with the Dallas Cowboys, Super Bowls XXVII, XXVIII, XXX; and

WHEREAS, Charles Haley in January 2015, has been inducted into the prestigious, National Football League Hall of Fame;

NOW, THEREFORE BE IT RESOLVED BY THE BROOKNEAL TOWN COUNCIL that we acknowledge and affirm, Charles Lewis Haley played football with honor and distinction and we are proud that he began his impressive football career as a William Campbell General.

RECOMMENDATION TO ADVERTISE FOR PUBLIC HEARING FOR THE FY15/16 BUDGET ALONG WITH THE PERSONAL PROPERTY TAX RELIEF ACT FOR 2015

 

Finance and Planning Committee Chairperson Richard Adams said that at the 6:00 p.m. committee meeting Town Manager Russell Thurston presented the budget for FY16. He said the general fund budget revenue and expenses is $623,402 while the utility fund budget revenue and expenses is $454,379.  He said that this includes an increase in employee salaries but no increases in taxes. 

Upon motion by Richard Adams, seconded by Mark Wilkes, and unanimously carried, the Council voted to advertise for a public hearing on the general fund budget for 2015-2016.

Upon motion by Richard Adams, seconded by James Nowlin, and unanimously carried, the Council voted to advertise for a public hearing on the water fund budget for 2015-2016

Upon motion by Richard Adams, seconded by James Nowlin, and unanimously carried, the Council voted to advertise for a public hearing on the sewer fund budget for 2015-2016.

Upon motion by Richard Adams, seconded by James Nowlin, and unanimously carried, the Council voted to advertise for a public hearing on the Personal Property Tax Relief Act (PPTRA) for 2015. 

COMMITTEE RECOMMENDATIONS

 

Vice Mayor Nowlin said that he wants his physical development committee to look at placing another watch light on the end of Clark Street. 

 

ITEMS FROM TOWN COUNCIL

 

Councilperson Laprade said that she would like to propose having the woman’s club or garden club to decorate the empty store fronts windows on Main Street.  Mayor Campbell asked Ms. Laprade if she would take the lead on that and that she would help her with that project. 

Councilperson Laprade also said that she had been approached about HUBZones.  She said that HUBZones are part of the Small Business Reauthorization Act.  She thought this was something that the Town could look at for potential jobs.  She distributed some information to Council members for their review.

Upon motion from James Nowlin, seconded by Mark Wilkes, and unanimously carried, Mayor Campbell announced that the April 14, 2015, meeting was adjourned.
