MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 P.M. – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

 

Phyllis Campbell, Mayor

Jack Woodell, Lee Booker, James Nowlin, Meg Tibbs, and Tracy Meisenbach, Councilmembers

Joseph R. Williams, Town Manager

Laurie C. Francis, Clerk/Treasurer

Mike Crews, Public Works Director

Jim Hires, Police Chief

 

 

APPROVAL OF AGENDA

 

Upon motion by James Nowlin, and unanimously carried, council approved the agenda.

 

MINUTES

Upon motion by Lee Booker, and unanimously carried, the September 10, 2002 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by James Nowlin, seconded by Tracy Meisenbach and unanimously carried, authorizing the payment of the invoices for the period of September 10, 2002 to October 7, 2002 in the amount of $31,103.53.

 

 

PUBLIC WORKS REPORT

 

Public Works Director, Mike Crews, informed Council that fall cleanup would be held from October 21, 2002 – November 1, 2002.

PUBLIC INPUT

 

Mrs. Elizabeth Handy, of C.F. Gray Street in Brookneal, appeared before Council to request something be done about the water pressure in her house.  Mayor Campbell asked Mike Crews if this problem had been looked into in the past.  Mr. Crews informed the Council that several years back the Town had studied the problem and this was a larger problem that just one house.  After much discussion amongst the council, Mayor Campbell suggested that the Utility Committee look into this and that Mrs. Handy’s street become a priority when the project progressed.

 

 

TOWN/COUNTY PROJECTS UPDATE

Mike Davidson, Campbell County Economic Development Director, appeared before Council to update them on various projects being undertaken by the County and Town.

 

Mr. Davidson stated that a grant has been obtained by Campbell County to be used to develop a comprehensive economic development strategy.  This program will take six to twelve months to complete.  Opportunities will be made available for community input as well input from smaller committees.

 

Mike Davidson also discussed an ongoing project the County has had whereas the Town would extend water lines beyond the Town limits.  Mr. Davidson wanted to ensure that Council understand that the County will be responsible for funding all of the cost of construction of the water line and that the Town would have to come to an agreement with CCUSA.  The Town will also operate and maintain the water line.  Any sales or revenues derived from such water line will go to the Town according to Mr. Davidson.

 

Council, by consensus, agreed to go along with this project.
