MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 P.M. – PUBLIC HEARING – CONDITIONAL USE PERMIT-00-2

W. T. Carr has made application for conditional use permit for 120 West Rush Street to allow for expansion of a physical fitness facility.  The only stipulation is that if utility lines need to be moved, then Mr. Carr is the responsible party for moving and for costs involved.

 

No one was present to speak against the permit.  W. T. Carr spoke to explain the necessity of the expansion of the building.  An additional room was to be added to allow for aerobics, etc.

 

Carolyn Lusardi made motion that the Planning Commission recommend that Conditional Use Permit-00-2 be granted with utilities stipulation, it was seconded by Mark Wilkes and unanimously carried.

 

7:05 P.M. – Public hearing closed.

 

7:10 P.M. – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Phyllis Campbell, Lee Booker, James Nowlin, Jack Woodell, Meg Tibbs and Everett Guill, Councilmembers

Danny Inge, Town Manager

Beth R. Elder, Clerk/Treasurer

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

 

APPROVAL OF AGENDA

 

Upon motion by James Nowlin, seconded by Meg Tibbs and unanimously carried, council approved the agenda with the following additions: 1) Community Market and 2) Report from Adhoc Committee.

 

 

MINUTES

Upon motion by Everett Guill, seconded by James Nowlin and unanimously carried, the October 10, 2000 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by Everett Guill, seconded by Phyllis Campbell and unanimously carried, authorizing the payment of the invoices for the period of October 10, 2000 to November13, 2000 in the amount of $16,670.84.

 

 

CONDITIONAL USE PERMIT – 00-2

 

Upon recommendation by the Brookneal Planning Commission, motion by Jack Woodell, seconded by Meg Tibbs and unanimously carried, council approved the Conditional Use Permit – 00-2 on 120 W. Rush Street with utility stipulation.

 

HOLIDAY SCHEDULE

 

Upon motion by Lee Booker, seconded by James Nowlin and unanimously carried, council approved November 23rd and November 24th for Thanksgiving/Veteran’s Holiday and December 25th & December 26th for Christmas Holiday.

 

RED HILL GARDEN CLUB

 

The Garden Club could not be at council meeting and would like to come at a later time.

 

 

COMMUNITY MARKET

 

J. J. Canney came to council and discussed the possibility of starting a Farmer’s Market in Brookneal.  Mr. Canney is an employee of Staunton Hill and has had experience in the food industry and open-air markets.

 

After a brief discussion the Mayor ruled that the general consensus of the council was for Mr. Canney to set-up management of the community market.

 

 

ADHOC COMMITTEE

 

An adhoc committee was formed to discuss employee Christmas gifts.  Upon motion by Everett Guill, seconded by Phyllis Campbell and unanimously carried, council approved $100 gift certificates for the employees Christmas gifts to either Star Value or Food Lion.

 

 

CLOSED SESSION

 

Upon motion by James Nowlin, seconded by Everett Guill and unanimously carried, council went into Closed Session pursuant to VA Code 2.1-344(A)(1).

 

RETURN FROM CLOSED SESSION

Upon motion by Lee Booker, seconded by Jack Woodell and unanimously carried, council returned from Closed Meeting.

 

Mayor Cox called for a show of hands vote that all matters discussed were in accordance with VA Code 2.1-344(A)(1).  All concurred.

 

 

ADJOURNMENT

Upon motion by James Nowlin, seconded by Lee Booker and unanimously carried, council adjourned.
