MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 PM – The regular meeting of the Brookneal Town Council

 

The municipal government of the Town of Brookneal met with the following members present:

 

Phyllis Campbell, Mayor

Jack Woodell, James Nowlin, Meg Tibbs, Lee Booker, and Kenneth Jennings Council members

Bill Gillespie, Jr., Town Manager

Laurie C. Francis, Clerk/Treasurer

Jim Hires, Police Chief

 

 

PUBLIC HEARING ON PROPOSED BUDGET AND UTILITIES

 

Mayor Campbell declared the public hearing open at 7:02 P.M.

 

No one from the public appeared before council for the public hearing.

 

Mayor Campbell declared the public hearing closed at 7:03 P.M.

 

 

APPROVAL OF AGENDA

 

Upon motion by Kenneth Jennings, seconded by Meg Tibbs, and unanimously carried, council approved the agenda with the following additions:

  1. Discussion of Day in the Park
  2. Progress on Town Park

 

 

MINUTES

 

Upon motion by Jack Woodell, seconded by Lee Booker and unanimously carried, council approved the April 8, 2003 minutes with the following correction:  1)  Change water rate increase from $2.40 to $2.10.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

 

PRESENTATION AND APPROVAL OF BILLS

 

Be it resolved that motion was made by Kenneth Jennings, seconded by Lee Booker and unanimously carried, authorizing the payment of the invoices for the period of April 8, 2003 to May 13, 2003 in the amount of $11,693.09.

 

 

PUBLIC INPUT

 

Curtis Smith, Chief of the Brookneal Volunteer Fire Department, expressed his concerns about comments made at the previous council meeting about members of the fire department washing their vehicles at the firehouse when the drought was in effect.

 

 

DISCUSSION OF DMV OFFICE IN BROOKNEAL FOR DRIVER SERVICES

 

After a brief discussion Councilman James Nowlin made a motion that the Department of Motor Vehicles be allowed to use the Town Council Chambers two days a month for driver services and that the DMV is to assume all costs involved in the set up and operation of this service.

 

The motion was seconded by Meg Tibbs and unanimously carried.

 

 

DAY IN THE PARK

 

Council ruled by consensus to hold the towns yearly Day in the Park on September 6, 2003.  Council also decided that the event would be held downtown Brookneal on Main Street and adjacent streets as necessary and the name would be changed to Day in the Town.

 

 

UPDATE ON PARK

 

Council Member Meg Tibbs informed council that the concrete had been laid at the Town Park and work will begin on the walkway soon.

Upon motion by Meg Tibbs, seconded by James Nowlin and unanimously carried, council adjourned.
