MINUTES OF THE BROOKNEAL TOWN COUNCIL

7:00 PM – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

Phyllis Campbell, Mayor

James Nowlin, Meg Tibbs, and Kenneth Jennings, Council members

Bill Gillespie, Town Manager

Laurie C. Francis, Clerk/Treasurer

Kurland Roark, Chief of Police

Mike Crews, Public Works Director

APPROVAL OF AGENDA

Upon motion by Kenneth Jennings seconded by James Nowlin and unanimously carried, Council approved the agenda for the July 13, 2004 regular meeting of the Brookneal Town Council with the following additions:  1) Biosolids

MINUTES

Upon motion by James Nowlin, seconded by Kenneth Jennings and unanimously carried, Council approved the June 8, 2004 minutes.

PRESENTATION AND APPROVAL OF INVOICES

Be it resolved that motion was made by James Nowlin, seconded by Kenneth Jennings and unanimously carried, authorizing the payment of the invoices for the period of June 8, 2004 to July 12, 2004 in the amount of $11,861.42.

TREASURER’S REPORT

The Treasurer’s Report was filed for audit.

PUBLIC COMMENT

No one from the public appeared before council.

DOWNTOWN REVITALIZATION GRANT

Freddie Wydner, President of the Brookneal Area Chamber of Commerce, presented an update to the Council on the Downtown Revitalization Grant and advised Council that there would be a public meeting on Thursday, July 29, 2004 at the Brookneal Community Building to explain the intent of the project to the public.

REQUEST BY EZ-TEL

Mr. Patrick Boggs and Mr. Tim Boggs with EZTEL, an Internet service provider, requested that council allow EZTEL to install various components of Internet service equipment on the Hunter Road water tank.

Motion was made by Meg Tibbs to authorize the Town Manager, Bill Gillespie, to work with EZTEL on equipment and installing equipment on the town water tower.  The motion received a second from Kenneth Jennings.  With all in agreement the motion carried.

HOMELAND SECURITY GRANT

Campbell County has received notification from the Department of Homeland Security that the County and the 2 towns, Brookneal and Altavista, are eligible for grant funding of various types of public safety equipment.  The Town can file separately and administer its own portion of the grant for approximately $4,000 or allow the County to file for all of the public safety organizations across the County.  If the Town allows Campbell County to file on their behalf, the Town will receive equipment totaling approximately $9,500.

Motion was made by James Nowlin to allow Campbell County to apply for grant funding of public safety equipment on the Town’s behalf.  The motion received a second from Meg Tibbs.  With all in favor the motion carried with a 3 – 0 vote.

BIOSOLIDS

Motion was made by Kenneth Jennings authorizing a letter from the Town opposing the spreading of biosolids within a five-mile radius that would be potentially harmful to the Phelps Creek Basin and the water source for the Town of Brookneal.

The motion received a second from James Nowlin.  The motion carried with a 3 – 0 vote.

ADJOURNMENT

Upon motion by Meg Tibbs, seconded James Nowlin and unanimously carried, Mayor Campbell announced that the July 13, 2004 was adjourned.
