MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 P.M. – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Lee Booker, Meg Tibbs, Phyllis Campbell, James Nowlin, Jack Woodell, and Everett Guill, Councilmembers

Joseph R. Williams, Town Manager

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

 

LETTER FROM KATHY BYRON

 

A letter was read from Kathy Byron, Virginia Delegate for the 22nd District, congratulating the Town of Brookneal on their Bicentennial Celebration.

 

APPROVAL OF AGENDA

 

Upon motion by Jack Woodell, seconded by Phyllis Campbell and unanimously carried, council approved the agenda.

 

 

MINUTES

Upon motion by Phyllis Campbell, seconded by Everett Guill and unanimously carried, the December 11, 2001 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by Everett Guill, seconded by James Nowlin and unanimously carried, authorizing the payment of the invoices for the period of November 14, 2001 to December 11, 2001 in the amount of $13,834.78.

 

TEA21 GRANT RESOLUTION

 

Upon motion by Meg Tibbs, seconded by Phyllis Campbell, and unanimously carried council adopted the following resolution:

 

 

 

RESOLUTION OF THE BROOKNEAL TOWN COUNCIL TO REQUEST AND ENDORSE THE TEA21 MAIN ST. - DOWNTOWN PROJECT

 

 

Whereas, in accordance with the Commonwealth Transportation Board construction allocation procedures, it is necessary that a request by resolution be received from the local government or state agency in order that the Virginia Department of Transportation program a transportation enhancement project in the Town of Brookneal.

 

Now, Therefore, Be It Resolved, that the Town of Brookneal, requests the Commonwealth Transportation Board to establish a project for the improvement of pedestrian and automobile arterial on Main St and Downtown Brookneal.

 

Be It Further Resolved, that the Town of Brookneal hereby agrees to pay a minimum 20 percent of the total cost for planning and design, right of way, and construction of this project, and that, if the Town of Brookneal subsequently elects to cancel this project the Town of Brookneal hereby agrees to reimburse the Virginia Department of Transportation for the total amount of costs expended through the date the Department is notified of such cancellation.

PUBLIC INPUT

 

As part of Brookneal’s Bicentennial Celebration, a reenactment of events that took place in the history of Brookneal was performed by citizens and Councilmembers and included the reading of the Act of the General Assembly that established the Town of Brookneal in 1802.

 

Former Councilmembers and former Mayors were recognized for their service to the Town and the celebration continued with a candlelight service, special music, and refreshments.

Upon motion by Jack Woodell, seconded by James Nowlin and unanimously carried, council adjourned.
