MINUTES OF THE BROOKNEAL TOWN COUNCIL

7:00 PM – The regular meeting of the Brookneal Town Council

 

The municipal government of the Town of Brookneal met with the following members present:

 

Phyllis Campbell, Mayor

Jack Woodell, James Nowlin, Meg Tibbs, and Tracy Meisenbach Council members

Laurie C. Francis, Clerk/Treasurer

Kurland Roark, Chief of Police

 

APPROVAL OF AGENDA

 

Upon motion by James Nowlin seconded by Meg Tibbs and unanimously carried, Council approved the agenda for the February 10, 2004 regular meeting of the Brookneal Town Council with the following additions:  1) Police Report from Chief Roark  2) Resolution authorizing submission of Virginia Tobacco Indemnification and community Revitalization Commission Grant.

 

 

MINUTES

 

Upon motion by Jack Woodell, seconded by James Nowlin and unanimously carried, Council approved the January 13, 2003 minutes.

 

 

PRESENTATION AND APPROVAL OF BILLS

 

Be it resolved that motion was made by James Nowlin, seconded by Lee Booker and unanimously carried, authorizing the payment of the invoices for the period of January 13, 2003 to February 9, 2004 in the amount of $15,404.86.

 

 

PUBLIC COMMENT

 

No one from the public appeared before Council.

 

RESOLUTION

 

Be it resolved upon motion by Jack Woodell, seconded by James Nowlin and unanimously carried Council approved the following resolution:

RESOLUTION AUTHORIZING SUBMISSION OF VIRGINIA

TOBACO INDEMNIFICATION AND COMMUNITY

REVITALIZATION COMMISSION GRANT

 

 

WHEREAS, the Town of Brookneal has been ordered by the Department of Environmental Quality (DEQ), via a revision to the Town’s wastewater permit as part of its renewal process, to add a dechlorination system to the is charge at both of its lagoons, and

 

WHEREAS, the Town in an effort to protect the economic viability of its existing commercial and industrial base must comply with this directive, and

 

WHEREAS, the addition of this wastewater permit requirement has placed an unexpected financial burden on the town outside of its normal financial planning process, and

 

WHEREAS, at the Town of Brookneal Council meeting held on February 10th, 2004 the council Authorized the Town manager to submit a grant request in the amount of $72,000 to the Virginia Tobacco Indemnification and community Revitalization Commission to assist the Town in meeting this unexpected expense, and

 

WHEREAS, the Town Manager, as the Council’s authorized fiscal agent for the Town of Brookneal, accepts the responsibility for the accuracy of the application and appropriate use of the funds, should they be granted.

 

NOW THEREFORE BE IT RESOLVED, that the Town council, acting on behalf of the Town of Brookneal does hereby approve of the actions listed above in order to comply with the necessary requirements for the submission of a grant request to the Virginia Tobacco Indemnification and Community Revitalization Commission f r expenses relating to the installation of a dechlorination system at the Town’s wastewater treatment facilities.

POLICE REPORT

 

Brookneal Police Chief, Kurland Roark, updated Council on several criminal investigations going on within the Town.
