MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 P.M. – PUBLIC HEARING - CONDITIONAL USE PERMIT
Janice D. Hendricks and Patricia A. Barley made application for a conditional use permit for 126 Claytor Road, parcels 103A-3-1-7C, 8B, 9B, 20. The request is for placement of a doublewide mobile home, a single-family residence, in an area zoned M-2, Manufacturing and Industrial. The area is currently in use as a residential area, with one house and one mobile home on lot.
Planning Commission present: Jack Woodell, Alan Tibbs, Carolyn Lusardi, Mark Wilkes and Paul Hines
Paul Hines called the meeting to order and asked if anyone wished to speak pro or con.
Patricia Barley stated that they needed more room. She also stated that they would leave the old trailer for storage.
Mike Crews stated that Ms. Barley may have to install a “trash can” pump at some point, but right now he didn’t see any problems.
There was no opposition.
Upon motion by Jack Woodell, seconded by Mark Wilkes and unanimously carried, the conditional use permit was approved.
7:10 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Ronald E. Cox, Mayor
Lee Booker, Jack Woodell, James Nowlin and Everett Guill, Councilmembers
Danny Inge, Town Manager
Beth R. Elder, Clerk/Treasurer
Jim Hires, Police Chief
Mike Crews, Public Works Director
APPROVAL OF AGENDA
Upon motion by Lee Booker, seconded by Everett Guill and unanimously carried, council approved the agenda.
MINUTES
Upon motion by James Nowlin, seconded by Jack Woodell and unanimously carried, the March 13, 2001 minutes were approved.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by Everett Guill, seconded by Lee Booker and unanimously carried, authorizing the payment of the invoices for the period of March 13, 2001 to April 9, 2001 in the amount of $26,917.83.
POLICE REPORT
Upon motion by Everett Guill, seconded by James Nowlin and unanimously carried, council appropriated the necessary funds to obtain police grants.
PUBLIC WORKS REPORT
Mike Crews, Public Works Superintendent, reported on a letter from the Department of Game, stating that a special gun with noise explosives had to be used in order to try and scare the buzzards away. He also stated that before discharging the device, he would notify the police.
CONDITIONAL USE PERMIT
Upon recommendation from the Brookneal Planning Commission, motion by Jack Woodell, seconded by Everett Guill and unanimously carried, council approved the conditional use permit for Janice D. Hendricks and Patricia A. Barley.
DAVENPORT & COMPANY, LLC
Ted Cole, a representative of Davenport and Company, LLC of Richmond came to council with an opportunity to refinance the water/wastewater refunding bonds of 1989. Mr. Cole stated that with interest rates coming down the town would save on refinancing these bonds.
Upon motion by Jack Woodell, seconded by James Nowlin and unanimously carried, council authorized Davenport to proceed with obtaining proposals for refinancing bonds.
SISTER CITY
The general consensus of the council was that Edinburg remains the Sister City.
ADJOURNMENT
Upon motion by Meg Tibbs, seconded by Lee Booker and unanimously carried, council adjourned.
