MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 PM – The regular meeting of the Brookneal Town Council

 

The municipal government of the Town of Brookneal met with the following members present:

 

Phyllis Campbell, Mayor

Jack Woodell, James Nowlin, Meg Tibbs, Lee Booker, and Tracy Meisenbach, Council members

Joseph R. Williams, Town Manager

Laurie C. Francis, Clerk/Treasurer

Mike Crews, Public Works Director

Jim Hires, Police Chief

 

 

PRESENTATION OF SCRAPBOOK

 

Mrs. Gina W. Scott of Marshall Street presented the Town Council with a scrapbook commemorating the Town of Brookneal’s Bicentennial celebration in 2002.  Accepting for the town were Mayor Phyllis Campbell and Council Member Meg Tibbs.

 

 

APPROVAL OF AGENDA

 

Upon motion by Meg Tibbs, seconded by James Nowlin, and unanimously carried, council approved the agenda.

 

 

MINUTES

 

Upon motion by Jack Woodell, seconded by Lee Booker and unanimously carried, council approved the March 11, 2003 minutes with the following correction:  1)  Correct spelling for Tonchie Mason.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

 

PRESENTATION AND APPROVAL OF BILLS

 

Be it resolved that motion was made by James Nowlin, seconded by Lee Booker and unanimously carried, authorizing the payment of the invoices for the period of March 11, 2003 to April 7, 2003 in the amount of $7,664.05.

 

 

PUBLIC INPUT

 

Brenda Guthrie appeared before council on behalf of the Brookneal Area Chamber of Commerce requesting that this years Day in Park be held downtown instead of at the Brookneal Park.

 

 

RESOLUTION

 

Upon motion by Jack Woodell, seconded by Lee Booker and unanimously carried council voted to adopt the resolution of the Town of Brookneal in Support of the United States Armed Forces.

 

RESOLUTION OF

THE BROOKNEAL TOWN COUNCIL

IN SUPPORT OF THE UNITED STATES ARMED FORCES

 

 

The governing body of the Town of Brookneal, consisting of 7 members, in a regular meeting on the 8th day of April 2003, at which a quorum was present, resolved as follows:

 

Whereas, The United States Armed Forces have engaged an enemy in Iraq; AND

 

Whereas, At least one locality has passed a resolution in opposition of the use of force; AND

 

Whereas, The Town of Brookneal is informing the State, Nation, and World that those localities in opposition do not represent all localities; AND

 

Whereas, Our Prayers and Support goes out to each service member, to the United States leaders, and to the families of those who serve; AND

 

Whereas, The Town of Brookneal wishes to create a local day of remembrance and honor of those who are serving during this conflict;

 

NOW, THEREFORE, BE IT RESOLVED that the Brookneal Town Council hereby supports the Armed Forces of the United States and creates April 22 as a day of annual remembrance and a time for yellow ribbons to be placed within the town limits.

TRANSFER OF CEMETARY DEED

 

Upon motion by Jack Woodell, seconded by James Nowlin and unanimously carried council approved the transfer of a cemetery deed from R.D. Williams, Jr. to R.D. Williams, III for Lots 62, 65, and half of 64.

 

 

SPRING CLEAN UP

 

Spring clean up week was set for April 21, 2003 through May 5, 2003.

 

 

PROPOSED BUDGET UPDATE

 

After much discussion motion was made by Meg Tibbs to bring the proposed water rate increase of $2.40 to public hearing.  James Nowlin seconded that motion and all concurred.  The motion carried.

 

 

APPRECIATION FOR TOWN MANAGER

Mayor Campbell expressed appreciation to the outgoing Town Manager, Joseph R. Williams, from the entire council and the citizens of Brookneal.  On behalf of the council, Mayor Campbell wished Mr. Williams well in his future endeavors.

CLOSED SESSION

 

Upon motion by James Nowlin, seconded by Meg Tibbs and unanimously carried council went into closed session under VA Code Section 2.2-3711 (A1) the purpose of which was for the consideration of prospective candidates for appointment to the position of town manager and to discuss the performance and promotion of an employee.

 

RETURN FROM CLOSED MEETING

 

Upon motion by James Nowlin, seconded by Meg Tibbs and unanimously carried council returned from closed meeting.

 

CERTIFICATION OF CLOSED SESSION

 

Mayor Campbell called for a vote that all matters discussed in closed session were in accordance with VA Code 2.2-3711(A1).

 

Voting was as follows:

Jack Woodell - Aye

Lee Booker – Aye

James Nowlin - Aye

Meg Tibbs – Aye

Tracy Meisenbach - Aye

 

TOWN MANAGER AGREEMENT

 

Council member Tracy Meisenbach made a motion that the town accept the contractual agreement between Bill Gillespie of the Regional Commission and the Town of Brookneal.

 

The motion was seconded by Meg Tibbs and unanimously carried.

 

ADJOURNMENT

 

Upon motion by Lee Booker, seconded by Champ Nowlin and unanimously carried, council adjourned.
