MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
Jack Woodell, Vice Mayor
James Nowlin, Lee Booker, Meg Tibbs, Kenneth Jennings and Tracy Meisenbach, Council members
Bill Gillespie, Town Manager
Laurie C. Francis, Clerk/Treasurer

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by Kenneth Jennings seconded by James Nowlin and unanimously carried, Council approved the agenda for the November 9, 2004 regular meeting of the Brookneal Town Council with the following addition: 1) Town Grant
MINUTES
Upon motion by Lee Booker, seconded by Meg Tibbs and unanimously carried, Council approved the November 9, 2004 minutes.
TREASURER’S REPORT
There was no Treasurers Report for the month of November.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by James Nowlin, seconded by Kenneth Jennings and unanimously carried, authorizing the payment of the invoices for the period of November 9 to December 14, 2004 in the amount of $41,957.55.
REQUEST FOR TRANSFER OF APPROPRIATION AND AUTHORIZATION TO PAY VIRGINIA MUNICIPAL LIABILITY POOL INSURANCE BILL
Upon motion by Meg Tibbs seconded by Lee Booker and unanimously carried council approved payment of the VML bill and the following transfers of appropriation:

AUTHORIZATION TO PAY THE AUDITOR
Upon motion by Lee Booker seconded by Kenneth Jennings and unanimously carried Council authorized the Treasurer to pay the Auditor’s bill for the 2003/2004 fiscal year audit.
PUBLIC COMMENT
No one appeared before Council for public comment.
POLICE REPORT
Chief Ricky Cousins gave a brief update to Council on various activities the Brookneal Police Department had sponsored. Chief Cousins also reported the crime statistics for the Brookneal area.
PUBLIC WORKS REPORT
Mike Crews, Public Works Director, advised Council that residents that normally have their trash picked up on Thursdays would have their trash picked up on Wednesday, December 22nd this year due to the holidays.
COUNCIL COMMITTEE APPOINTMENTS
Mayor Campbell appointed incoming Council Member Stacey Hailey to the Physical Development Committee and incoming Council Member Richard Adams to the Finance and Planning Committee.
FY 05 PLANNING SESSION DATE
Council, by consensus, set January 22, 2005 as the date for the FY 05 Planning Session to be held at the Brookneal Center of the Central Virginia Community College.
RECOMMENDATION FROM PHYSICAL DEVELOPMENT COMMITTEE
Upon motion from Council Member James Nowlin seconded by Lee Booker and unanimously carried, Council voted to approve a twenty (20) year lease with Ms. Gloria Howard for a piece of land that adjoins the Brooke Street area park.
GRANT TO REPLACE BOILER AT THE BROOKNEAL COMMUNITY BUILDING
A motion was made by Meg Tibbs to authorize the Town Manager to pursue a grant with USDA to replace the boiler at the community building and proceed with the application for such grant. The motion received a second from James Nowlin. With all in favor, the motion passed.

RESOLUTION OF APPRECIATION
EDWARD “LEE” BOOKER
Whereas, Mr. Edward “Lee” Booker has dedicated eighteen and one-half years to the service of the citizens of the Town of Brookneal while serving as a member of their Town Council, and
Whereas, Mr. Booker has provided leadership and stability to the Town Council during those years of service while enjoying the respect and admiration of his fellow council members, and
Whereas, Mr. Booker has always been able to maintain his humble nature and calm demeanor, even during times of the most heated debate, thereby providing a living testimony of his character and integrity before his fellow council members, and
Whereas, Mr. Booker has spent countless hours in service to the citizens of Brookneal through his efforts to coordinate events such as Day In The Town and other public service events over the years, and
Whereas, Mr. Booker’s stellar public service career stands as an example to those that will follow him as well as to those citizens that he represented via his Council seat, and
Whereas, Mr. Edward “Lee” Booker, who will always be known as “LEE” to the Brookneal community he has represented so well, serves as a living portrait of what it means to be a dedicated public servant and will also this day be knighted as the “Brookneal Brunswick Stew King” for perpetuity,
NOW THEREFORE BE IT RESOLVED, that the Town of Brookneal hereby expresses its sincere appreciation to Edward “Lee” Booker for his time, talent, and dedication in representing the citizens of Brookneal while serving as a member of the Brookneal Town Council.
BE IT ALSO RESOLVED, that this “RESOLUTION OF APPRECIATION” be recorded in the permanent records of the Town of Brookneal as a testimony of the Town’s gratitude to Lee for his service and dedication.
Motion to approve this resolution made by Councilperson Tibbs and second by Councilperson Meisenbach this 14th day of December 2004.

TOWN OF BROOKNEAL
RESOLUTION OF APPRECIATION
JOHN N. “JACK” WOODELL
Whereas, Mr. John N. “Jack” Woodell has dedicated thirteen and one-half years to the service of the citizens of the Town of Brookneal while serving as a member of their Town Council, and;
Whereas, Mr. Woodell has additionally enjoyed the confidence of his fellow Council members regarding his leadership abilities by serving as the Vice Mayor for two and one-half years, and;
Whereas, Mr. Woodell has served as an example to his fellow council members in his efforts to promote and improve the quality of life in the Town of Brookneal during his public service career, and;
Whereas, Mr. Woodell has over his years of service remained consistent in the support of his community while utilizing his energy and enthusiasm to urge his fellow council members to pursue excellence in the services government provides to its citizens, and;
Whereas, Mr. Woodell, who will always be know by those who love and appreciate him as “Jack”, is truly one of the last “Virginia Gentleman” and will carry that title into eternity.
NOW THEREFORE BE IT RESOLVED, that the Town of Brookneal hereby expresses its sincere appreciation to John N. “Jack” Woodell for his time, his wit, and, if it was needed, his bluntness in executing his duties as a dedicated public servant of the Brookneal Town Council.
BE IT ALSO RESOLVED, that this “RESOLUTION OF APPRECIATION” be recorded in the permanent records of the Town of Brookneal as a testimony of the Town’s gratitude to Jack for his service and dedication.

ADJOURNMENT
Upon motion by Meg Tibbs, Mayor Campbell announced that the December 14, 2004 Council meeting was adjourned. A reception honoring outgoing Council Members Lee Booker and Jack Woodell was held following the Council meeting.
