MINUTES OF THE BROOKNEAL TOWN COUNCIL


7:00 PM – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Richard Adams, Robert Jean, Barbara Laprade, Mark Wilkes, and J. B. David, Jr., Council Members
Russell Thurston, Town Manager
Bobbie Waller, Clerk/Treasurer
Mike Crews, Public Works Director
Richard Baldwin, Chief of Police


INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG


APPROVAL OF AGENDA

Upon motion by Robert Jean, seconded by Richard Adams, and unanimously carried, Council approved the agenda for the November 12, 2013, regular meeting of the Brookneal Town Council.


MINUTES

Upon motion by Barbara Laprade, seconded by Robert Jean, and unanimously carried, Council approved the October 8, 2013, Town Council meeting minutes. 


TREASURER’S REPORT

Mayor Campbell asked that the November  2013 treasurer’s report be filed for audit.


PRESENTATION AND APPROVAL OF INVOICES

Be it resolved that motion was made by James Nowlin, seconded by Richard Adams, and unanimously carried, authorizing the payment of the invoices for the period of October 9, 2013 to November 12, 2013, in the amount of $14,192.42.


 


PUBLIC COMMENT

No one appeared before Council during public comment.


POLICE REPORT

Chief Ricky Baldwin presented the police report to the Council for October 2013.  He said of the 86 calls for service in October, 74 calls were answered by the Brookneal Police Department.  Chief Baldwin discussed the robbery at the Jiffy Store, and he said that Halloween night in the Town was very quiet this year with a lot of kids on the streets trick or treating.


PUBLIC WORKS REPORT

Public Works Director Mike Crews said that all the new street lights received by the grant are now working.  He said that his department installed new handicap signs on the street at Guthrie’s Hardware, and in front of the town office.  He said they applied for a new permit to take care of the buzzards in Town.  He said they are having problems with one of the finished water pumps at the water treatment plant.  He said trash pickup for the Thanksgiving holiday would be on Wednesday for the normal Thursday customers.  He also said they he has hired a new employee for the maintenance department named Jason Jennings, and he will be starting November 18. 


TOWN MANAGER REPORT

Town Manager Russell Thurston said that the VDOT permit for the parade has been approved, and he has it in hand.  He said that there will be a public information meeting on Wednesday, November 20 from 4 to 5 p.m. to present VDOT Phase III plans.  He said the Christmas luncheon and retirement celebration for Lacy Little will be held on Wednesday, December 11 at noon.  He said he had the building permit from Campbell County for the handicap ramp at the community building.  He thanked Bobbie Waller and Morgan Bomar for all their hard work on the new software upgrade. 

Mr. Thurston also said that all requirements have been met with the Circuit Court regarding the inmate worker program.  He said that transportation issues will have to be worked out. 


CHRISTMAS BONUS FOR TOWN EMPLOYEES

Upon motion by Richard Adams, seconded by Mark Wilkes, and unanimously carried, the Council authorized the payment of $250 net to the Town employees for the 2013 since this item was already in the 2013-2014 budget. 
   

COMMITTEE RECOMMENDATIONS

Physical Development Committee chairperson James Nowlin said that he wants his committee to look at some additions that need to be made to our street lights.  He said that behind the rescue squad there are no street lights at all.  He said it made it very difficult on election night for those voters and workers leaving the rescue squad.  Mayor Campbell asked about possibly placing more street lights between the Town Office and Wilson Electric.  She said it is really dark in this area especially on parade night.  Mr. Nowlin said his committee would get together and look at these areas.

Upon motion from James Nowlin, seconded by Robert Jean, and unanimously carried, Mayor Campbell announced that the November 12, 2013, meeting was adjourned.
