MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Robert Jean, Barbara Laprade, Mark Wilkes, Joseph B. David, Jr., and Richard Adams, Council Members
Russell Thurston, Town Manager
Bobbie Waller, Clerk/Treasurer

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by Barbara Laprade, seconded by Mark Wilkes, and unanimously carried, Council approved the agenda for the August 9, 2016, regular meeting of the Brookneal Town Council.
MINUTES
Upon motion by Mark Wilkes, seconded by James Nowlin, and unanimously carried, Council approved the minutes for the July 12, 2016, Town Council meeting.
TREASURER’S REPORT
Mayor Campbell asked that the August 2016 treasurer’s report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by James Nowlin, seconded by Mark Wilkes, and unanimously carried, authorizing the payment of the invoices for the period of
July 13, 2016 to August 9, 2016, in the amount of $19,150.75.
PUBLIC COMMENT
No one appeared during public comment time.
POLICE REPORT
Police Chief Richard Baldwin presented the police report for July 2016. He said of the 98 calls for service, 66 were answered by the Brookneal police department.
PUBLIC WORKS REPORT
Public Works Director Mike Crews said that the 2010 Kenworth trash truck is in the shop in Salem. He said that it has transmission problems, and had to be towed to Salem for repairs. He said the backhoe is also in the shop for repairs, and it has been there about a month. He said that he has had conversations with several people about chickens (hens) in the Town of Brookneal. Mr. Crews asked the physical development committee to look at the issue about chickens in town.
TOWN MANAGER REPORT
Town Manager Russell Thurston said that he would work with Councilperson David to address some of the buzzard issues in Town. He said he is working on the annual fire department grant.
He said the Town received reimbursement from VDOT for a large sum of money that was paid to contractors on the Rush Street project. He said that there are a small number of real estate delinquent cases that he and Mrs. Waller are working on to collect. Mayor Campbell asked Mr. Thurston about the status of the cleanup at the old Dan River property. He said he was not sure at this point what was going on but he would check with Randall Johnson, Campbell County fire marshal.

Councilperson Barbara Laprade asked about the online bill pay system, and if there was a cap on the amount you could pay on a bill. Clerk/Treasurer Bobbie Waller said that the water billing side has a cap of $100 for a $2.50 fee. She said if you have a bill over $100, you have to do it in two transactions and pay a total of $5.00 in fees. She said it was done this way because the average water bill was below $100. Councilperson Laprade asked if it could be checked into to see if the cap could be raised. Ms. Waller said she would check into it.

Upon motion by James Nowlin, seconded by Robert Jean, and unanimously carried, Mayor Campbell announced that the August 9, 2016, Council meeting was adjourned.
