MINUTES OF THE BROOKNEAL TOWN COUNCIL

7:00 PM – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor 
Richard Adams, Mark Wilkes, Joseph David, Barbara Laprade, and Robert Jean, Council Members
Bobbie Waller, Clerk/Treasurer
Clifton Mason, Police Officer
Russell Thurston, Town Manager
Mike Crews, Public Works Director
Absent: James Nowlin, Vice Mayor and Richard Baldwin, Chief of Police

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG

APPROVAL OF AGENDA

Upon motion by Robert Jean, seconded by Mark Wilkes, and unanimously carried, Council approved the agenda for the December 12, 2017, regular meeting of the Brookneal Town Council.

MINUTES

Upon motion by Robert Jean, seconded by Mark Wilkes, and unanimously carried, Council approved the minutes for the October 10, 2017 joint committee meeting and Town Council meeting minutes and November 14, 2017, Town Council meeting minutes.

TREASURER’S REPORT

Mayor Campbell asked that the November and December 2017 treasurer’s reports be filed for audit.

PRESENTATION AND APPROVAL OF INVOICES

Be it resolved that motion was made by Mark Wilkes, seconded by Joseph B. David and unanimously carried, authorizing the payment of the invoices for the period of October 11, 2017 to December 12, 2017, in the amount of $33,827.76.

POLICE REPORT

Officer Clifton Mason presented the police report for November 2017. He said of the 67 calls for service, 60 were answered by the Brookneal Police Department.

PUBLIC WORKS REPORT

Mike Crews, Public Works Director, said that for the Christmas holiday the Tuesday residential trash run will be done on Wednesday, December 27, 2017.

TOWN MANAGER REPORT

Town Manager Russell Thurston thanked the Chamber of Commerce for their hard work on the Christmas parade this year. He asked the Council to keep Vice Mayor Nowlin “Champ” in your thoughts as he is dealing with some health challenges. He also said the buzzard permit has been renewed for the next year. He said that he and Mayor Campbell attended the Board of Supervisors meeting last week in support of Dana Elder opening up a before and after school child care facility in the basement area of the Patrick Henry Library. He said she got a unanimous vote from the board in favor of the project.

Mr. Thurston said that John Vincent’s Christmas program this year was able to help about 12 families, with 10 of them being at the Brookneal Elementary School. He said John and Ms. Waller each had a family they were helping. Ms. Waller said that over $1,400 was raised with $1,005 of it going to Brookneal Elementary School.

Mr. Thurston told the Council that Dr. Richard Fisher who rents the upstairs offices of the Town Hall is planning to retire at the end of December 2017. Mr. Thurston also reminded Council that the Town Christmas party will be Wednesday, December 20, 2017 at noon.

ITEMS FROM TOWN COUNCIL

Councilperson Wilkes suggested a resolution for Dr. Don Carwile and Dr. Richard Fisher upon their respective retirements.

RESOLUTIONS FOR DR. DON CARWILE AND DR. RICHARD FISHER

Upon motion by Robert Jean, seconded by Mark Wilkes, the Council voted to have a resolution drawn up and presented to Dr. Don Carwile and Dr. Richard Fisher in February 2018 for their years of service to Brookneal.

Upon motion by Joseph B. David and seconded by Mark Wilkes, the meeting was adjourned by Mayor Phyllis Campbell.
