MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Joseph B. David, Jr. and Richard Adams, Council Members
Russell Thurston, Town Manager
Bobbie Waller, Clerk/Treasurer
Mike Crews, Public Works Director
Clifton Mason, Police Officer
Absent: Mark Wilkes, Robert Jean, and Barbara Laprade, Council members, and Richard Baldwin, Chief of Police
Not enough members were present for a quorum. No actions were taken.
INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
POLICE REPORT
Officer Clif Mason presented the police report for October 2015. He said there were 76 calls for service in October of which 53 were answered by the Brookneal Police Department and 23 were answered by Campbell County Sheriff’s Office.
PUBLIC WORKS REPORT
Public Works Director Mike Crews said that trash pick-up for Thanksgiving Day would be Wednesday, November 25. He said that the Town has received good results on the last couple of TTHM tests, and the Town has been in compliance. He said the flushers on the fire hydrants have really helped with these test results. He said that he had worked on getting quotes for taking down some trees at the community building. He said that the quote St. John Tree Service gave him today was $4,000 to take the trees down and $700 additional to grind up the stumps. He said Davis Tree Service is currently having health issues and is out of commission. Mr. Crews also announced that the Town has a certified Class 3 Water plan operator. He said Ryan Deitterick passed his test in October and is now certified.
TOWN MANAGER REPORT
Town Manager Russell Thurston said that the Town was awarded a $32,000 grant from the Virginia Department of Health for a water study related to the TTHM problem. He said the grant is for a study that entails looking at how much water is underground, where the water is aging the longest in the system and help the Town strategically know how and where to keep that water moving. He said it will also help the Town look at the plant operations to be sure chlorine amounts are correct and to be sure that the operators are getting all of the organic compounds out of the water that they can.
Mr. Thurston said that Mark Wilkes and his Brook Street park project were awarded a $1,000 grant from Wells Fargo Bank.
He said that he is working on a grant with USDA for a sewer line study. He said the auditor completed his in house work on the FY2015 audit. He said the report was not completed yet, but he said he thought the auditor was pleased with how the Town was running.
He said at the last Council meeting, the Council asked him to work with a lawyer on some of the derelict properties in Town. He said he was working on this issue. He said the parade permit is in the works for the Christmas parade December 3.
He said the landscaping on Rush Street will be done this upcoming week.
