MINUTES OF THE BROOKNEAL TOWN COUNCIL

7:00 PM – The regular meeting of the Brookneal Town Council

 

The municipal government of the Town of Brookneal met with the following members present:

 

Phyllis Campbell, Mayor

Jack Woodell, Vice Mayor

James Nowlin, Lee Booker, Meg Tibbs, and Tracy Meisenbach, Council members

Bill Gillespie, Town Manager

Laurie C. Francis, Clerk/Treasurer

Mike Crews, Public Works Director

Ricky Cousins, Police Chief

 

Absent:            Kenneth Jennings

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG

APPROVAL OF AGENDA

 

Upon motion by Jack Woodell seconded by James Nowlin and unanimously carried, Council approved the agenda for the September 14, 2004 regular meeting of the Brookneal Town Council with the following additions:

 

  1. Request from Gideon’s for use of Community Building

Upon motion by Lee Booker, seconded by Meg Tibbs and unanimously carried, Council approved the September 14, 2004 minutes.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

 

PRESENTATION AND APPROVAL OF INVOICES

 

Be it resolved that motion was made by James Nowlin, seconded by Jack Woodell and unanimously carried, authorizing the payment of the invoices for the period of September 14, 2004 to October 11, 2004 in the amount of $11,858.43.

 

 

APPROVAL OF COMMUNITY DEVELOPMENT BLOCK GRANT DOCUMENTS

Meg Tibbs moved for approval of the Community Development Block Grant Documents and authorization for Town Manager, Bill Gillespie, to administer the program.

 

The documents include the following:

 

Program Income Plan

Project Management Plan

Housing Counseling Plan

Housing Rehabilitation Program Design

 

The motion received a second from Tracy Meisenbach.

 

Voting was as follows:

The motion passed 5-0 with Council Member Kenneth Jennings absent.  The text of the documents is attached to the minutes.

 

RECOGNIZE RICKY COUSINS AS NEW CHIEF OF POLICE

Council recognized the Town’s new Chief of Police, Ricky G. Cousins.

PROMOTION OF OFFICER BRIAN CARR

Lee Booker moved to confirm the promotion of Officer Brian Carr to the position of Sergeant with the Brookneal Police Department.

 

The motion received a second from James Nowlin.

 

Mayor Campbell called for a vote.  The motion passed 5-0 with Council Member Kenneth Jennings absent.

VALIDATION OF COUNCIL ACTION – BUDGET FY 04/05 & SUBSEQUENT ENACTMENT OF MEALS TAX

 

As a result of an interpretation regarding the definition of a quorum, which has been raised by the Town Attorney, Council will need to validate the approval of the FY 04/05 budget.  While lacking some clarity, the Town Code defines a quorum as the Mayor and 3 council members; however this does not apply to the approval funding measures based on the State Statute governing such matters.

 

Jack Woodell moved that council approve the FY 04/05 budget as presented.

 

The motion received a second from Lee Booker and a role call vote ensued.

Meg Tibbs made moved that the council validate the 5% meals tax that was approved in June, 2004.

 

The motion received a second from James Nowlin and a role call vote ensued.

GIDEON REQUEST

Council by consensus approved the use of the community building for the Gideon meetings at no charge.  The Mayor will be responsible for working out the details and the availability of the building for use.

PUBLIC COMMENT

 

Clif Mason of Stage Coach Road in Nathalie, and Jarrett Booker of Juniper Cliff Road approached Council to request the use of the Brookneal Recreation Park to hold a contemporary Christian concert in Brookneal.  The concert would not take place until summer of 2005.

 

Council referred the request to committee to be brought back to council at the November, 2004 meeting.

 

ADJOURNMENT

Upon motion by Meg Tibbs, Mayor Campbell announced that the October 12, 2004 Council meeting was adjourned.
