MINUTES OF THE BROOKNEAL TOWN COUNCIL

7:00 PM – The regular meeting of the Brookneal Town Council

 

The municipal government of the Town of Brookneal met with the following members present:

 

Phyllis Campbell, Mayor

Jack Woodell, Vice Mayor

James Nowlin, Lee Booker, Meg Tibbs, Kenneth Jennings and Tracy Meisenbach, Council members

Bill Gillespie, Town Manager

Laurie C. Francis, Clerk/Treasurer

Mike Crews, Public Works Director

Ricky Cousins, Police Chief

 

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG

APPROVAL OF AGENDA

 

Upon motion by Kenneth Jennings seconded by James Nowlin and unanimously carried, Council approved the agenda for the November 9, 2004 regular meeting of the Brookneal Town Council.

 

 

MINUTES

 

Upon motion by Lee Booker, seconded by Meg Tibbs and unanimously carried, Council approved the October 12, 2004 minutes.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

 

PRESENTATION AND APPROVAL OF INVOICES

 

Be it resolved that motion was made by James Nowlin, seconded by Lee Booker and unanimously carried, authorizing the payment of the invoices for the period of October 12 to November 8, 2004 in the amount of $10,520.32.

 

 

PUBLIC COMMENT

No one appeared before Council for public comment.

CDBG PROJECT

Kenneth Jennings made a motion to move forward with WW Associates as the engineering firm for the CDBG project.  The motion received a second from Tracy Meisenbach and was unanimously carried with a 6-0 vote.

 

 

COMMITTEE RECOMMENDATION FOR USE OF RECREATION PARK FOR CHRISTIAN CONCERT – BROUGH FORTH FROM THE OCTOBER MEETING.

 

The Physical Development Committee recommended that Council allow Jarret Booker and Clif Mason to organize a Christian Concert at the Brookneal Recreation Park.

 

Motion was made by James Nowlin to allow a Christian Concert in the Park on July 23, 2005 and for the Brookneal Police Department to check into helping with security.  The motion received a second from Jack Woodell and passed with a 6-0 vote.

 

COMPACT WITH CAMPBELL COUNTY

The Town Council agreed by consensus to allow the Town Treasurer to enter into a compact with the Campbell County Treasurer’s office that would require customers to satisfy all personal property taxes with both the County and the Town before being allowed to purchase a vehicle decal at either locality.

 

 

CHRISTMAS GIFT FOR TOWN EMPLOYEES

Jack Woodell moved to give all Town employees a Christmas gift totaling one-hundred fifty dollars ($150) after all necessary taxes are paid.  The motion received a second from Kenneth Jennings and passed with a 6-0 vote.

 

ADJOURNMENT

Upon motion by Lee Booker, seconded by James Nowlin, Mayor Campbell announced that the November 9, 2004 Council meeting was adjourned.
