MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 P.M. – Public hearing regarding 2002/2003 proposed budget.

 

No one from the public spoke at the public hearing.

 

Mayor Cox closed the public hearing at 7:01 P.M.

 

7:02 P.M. – The regular meeting of the Brookneal Town Council

 

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Lee Booker, Jack Woodell, Everett Guill, Phyllis Campbell, Meg Tibbs and James Nowlin, Council Members

Joseph R. Williams, Town Manager

Laurie C. Francis, Clerk/Treasurer

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

 

APPROVAL OF AGENDA

 

Upon motion by James Nowlin, seconded by Phyllis Campbell and unanimously carried, council approved the agenda with the following addition:

 

  1. Paying of election bill.

 

 

MINUTES

 

Upon motion by Jack Woodell, seconded by James Nowlin and unanimously carried, the April 9, 2002 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

 

PRESENTATION AND APPROVAL OF BILLS

 

Be it resolved that motion was made by Everett Guill, seconded by Meg Tibbs, and unanimously carried, authorizing the payment of the invoices for the period of April 8, 2002 and to May 13, 2002 in the amount of $9,579.55.

 

 

POLICE REPORT

 

Police Chief, Jim Hires, reported that there was one (1) reportable crime in the town during the previous month.

 

Sgt. Kurland Roark informed Council that there was evidence of a new drug in the Brookneal area.  Sgt. Roark requested Council approve $1,500 - $2,000 be appropriated to the Brookneal Police Department to be used for drug enforcement.  Sgt. Roark assured Council that all monies would be accurately accounted for and would be used toward drug enforcement.

 

It was suggested that the monies be appropriated for the 2001/2002 budget year.

 

 

DRUG ENFORCEMENT MONIES APPROPRIATED

 

Upon motion by Phyllis Campbell, seconded by Jack Woodell and unanimously carried, Council approved up to $2,000 be given to the Brookneal Police Department out of the 2001/2002 budget, to be used for drug enforcement.

 

 

PUBLIC WORKS REPORT

 

Public Works Director, Mike Crews, reported that work was progressing favorably on the sidewalks and the doors at the community building.

 

 

PUBLIC INPUT

 

No one appeared for public input.

 

 

LETTER OF THANKS FROM DIXIE YOUTH

 

Town Manager, Joseph R. Williams, read a letter from Gary Colbert thanking Council for their support of the Brookneal Dixie Youth and their generous donation of $2,000 toward the 15th Annual Stripe Bass Tournament.

 

 

ENDORSEMENT OF BROOKNEAL AREA BUSINESS GUIDE

 

Upon motion by Meg Tibbs, seconded by Everett Guill, and unanimously carried Council approved endorsing a Brookneal Area Business Guide to be published by The Union Star.

 

REQUEST BY BROOKNEAL CHAMBER OF COMMERCE

 

Upon motion by Lee Booker, seconded by Jack Woodell, and unanimously carried Council approved the use of the Community Building by the Brookneal Area Chamber of Commerce without charge for their meetings that are held the last Tuesday of each month.

 

 

UPDATE ON THE BROOKE STREET AREA PROJECT

 

Town Manager, Joseph Williams, reported that the Brooke Street Area Project should be completed by June 30, 2002.

 

 

APPOINTMENT TO THE AIRPORT COMMITTEE

 

Upon motion by Phyllis Campbell, seconded by Meg Tibbs, and unanimously carried Council approved appointing Larry Nash to the Brookneal/Campbell County Airport Authority as a Brookneal representative.

 

 

PAYING OF ELECTION BILL

 

Upon motion by Jack Woodell, seconded by James Nowlin, and unanimously carried Council approved payment of the May 2002 election bill from the Board of Election.

 

 

CLOSED SESSION

 

Upon motion by James Nowlin, seconded by Lee Booker, and unanimously carried Council voted to go into closed session to discuss personnel issues relating to the discipline of an employee as allowed by VA Code §2.2-3711 (A)(1).

 

 

RETURN FROM CLOSED SESSION

 

Upon returning from closed session Council certified that only those matters approved for discussion were discussed.  Voting was as follows:

Phyllis Campbell – Aye

Meg Tibbs – Aye

James Nowlin – Aye

Everett Guill – Aye

Lee Booker – Aye

 

 

MOTION AUTHORIZING TOWN MANAGER TO HANDLE PERSONEL MATTERS

 

Upon motion Meg Tibbs, seconded by Everett Guill, and unanimously carried Council voted to give the Town Manager the power to hire and fire according to the policy already delineated in the Town’s policy manual including grievance procedures over all employees.

Upon motion by James Nowlin, Council adjourned.
