MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

The regular meeting of the Brookneal Town Council.

 

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Lee Booker, Meg Tibbs, Phyllis Campbell, Jack Woodell, and Everett Guill, Councilmembers

Joseph R. Williams, Town Manager

Laurie C. Francis, Clerk/Treasurer

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

Absent:          James Nowlin, Council member

 

 

APPROVAL OF AGENDA

 

Upon motion by Phyllis Campbell, seconded by Jack Woodell and unanimously carried, council approved the agenda.

 

 

MINUTES

Upon motion by Phyllis Campbell, seconded by Everett Guill and unanimously carried, the, 2001 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by Everett Guill, seconded by Phyllis Campbell, and unanimously carried, authorizing the payment of the invoices for the period of November 14, 2001 to December 11, 2001 in the amount of $14,299.82.

 

POLICE REPORT

 

Police Chief, Jim Hires, reported that for the month of November there was only one reportable crime.  Chief Hires stated that the Brookneal Police Department received a $3000 grant from VDOT to be used for traffic check points and received an additional $500 from VDOT to use to purchase child safety seats.

 

PUBLIC WORKS REPORT

 

Public Works Director Mike Crews reported that the ban on burning had been lifted by the Campbell County Department of Public Safety.

 

PUBLIC INPUT

 

Calvin Overstreet appeared before council to request the use of the community building to hold martial arts classes for children in the community.  These classes will be offered free of charge.  Council ruled by consensus to allow Mr. Overstreet the use of the building free of charge but asked that Mr. Overstreet go through the Campbell County Recreation Department to organize the classes.

 

 

DISCUSSION WITH CAMPBELL COUNTY ADMINISTRATOR AND CAMPBELL COUNTY SUPERVISOR

 

County Administrator, David Laurell, appeared before council to answer questions and discuss any concerns of the council.  Also present was Campbell County Supervisor, J.D. Puckett.

 

Council raised concerns about the upkeep and safety of the trash site located just outside the town limits.  Mr. Puckett stated that the site is checked twice a day adding that he was glad to see the citizens of Brookneal were using the site.  Mr. Laurell stated that plans were to fence in the area to prevent trash from spreading away for the bins.  Mr. Laurell also stated that the county tries to come down about once a month to pick up bulk items.

 

 

PRESENTATION BY REGION 2000 REGIONAL COMMISSION

 

Bill Gilliespie, Executive Director of Region 2000, appeared before council to present an update on changes which have been made to Region 2000.

 

ORDINANCE FOR ELECTION CHANGE

 

Upon motion by Phyllis Campbell, seconded by Jack Woodell, and unanimously carried, council voted to approve an ordinance that would allow the towns elections to be held in November instead of May.

 

 

AMENDMENT TO CODE SEC. 38-57

 

Upon motion by Lee Booker, seconded by Everett Guill, and unanimously carried, council voted to amend Sec. 38-57 of the Town of Brookneal Code Book.

 

DICISION ON CHARTER CHANGES

 

Upon motion by Meg Tibbs, seconded by Everett Guill, and unanimously carried, council voted to give the town manager the authority to make necessary changes in the town charter to ratify the election change ordinance and other changes in the ordinance that allows council to extend and modify certain provisions through resolutions and ordinances which deal specifically with the town manager, clerk/treasurer and police chief requirements.

 

CLOSED MEETING

 

Upon motion by Phyllis Campbell, seconded by Everett Guill and unanimously carried, council went into Closed Meeting pursuant to VA Code § 2.2-3711(A)(1).

 

RETURN FROM CLOSED MEETING

 

Mayor Cox called for a show of hand vote that all matters discussed were in accordance with VA code Section § 2.2-3711(A)(1).

 

All concurred.

 

 

BICENTENNIAL COMMITTEE REPORT

 

Meg Tibbs, chairperson of the Bicentennial Committee, reported that a birthday party will be held celebrating the town’s 200th birthday at the January 8, 2002 council meeting.  Councilmembers will be dressed in 1800s attire for the celebration which will be held at the Brookneal Community Building.

Upon motion by Jack Woodell, seconded by Meg Tibbs and unanimously carried, council adjourned.
