MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Ronald E. Cox, Mayor
Phyllis Campbell, James Nowlin, Jack Woodell, Meg Tibbs and Everett Guill, Councilmembers
Danny Inge, Town Manager
Beth R. Elder, Clerk/Treasurer
Jim Hires, Police Chief
Mike Crews, Public Works Director
APPROVAL OF AGENDA
Upon motion by James Nowlin, seconded by Everett Guill and unanimously carried, council approved the agenda with the following additions: 1) Heritage Hall, 2) the Ballpark, and 3) Red Hill Garden Club.
MINUTES
Upon motion by James Nowlin, seconded by Everett Guill and unanimously carried, the January 9, 2001 minutes were approved.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by Everett Guill, seconded by Phyllis Campbell and unanimously carried, authorizing the payment of the invoices for the period of January 9, 2001 to February 12, 2001 in the amount of $17,731.69.
BROOKNEAL ODD FELLOWS
Paul Hines represented the Brookneal Odd Fellows in a visioning and ideas session. Mr. Hines suggested that the town offer computer classes in Brookneal for residents.
Mayor Cox stated that he would check into this.
BROOKNEAL DIXIE YOUTH
Gary Colbert came requesting that the Brookneal Dixie Youth be allowed to build a small T-ball field at the recreation park. Mr. Colbert said that they have so many children participating that another field is necessary.
The Town Manager explained that Dan River, Inc. had water lines that crossed somewhere on the property and would need to be located before another field could be done.
Upon motion by Phyllis Campbell, seconded by Everett Guill and unanimously carried, council approved Brookneal Dixie Youth Boy constructing an additional ball field pending investigation of Dan River, Inc. water lines.
STRIPED BASS FESTIVAL
While Gary Colbert was at the meeting, he also requested monetary support from the Town for the Striped Bass Festival to be held the first weekend in May.
Upon motion by James Nowlin, seconded by Everett Guill and unanimously carried, council approved $2,000.00 payable to Brookneal Dixie Youth Baseball for the Striped Bass Festival.
BI-CENTENNIAL COMMITTEE REQUEST
Meg Tibbs, representing the Bi-Centennial Committee asked if the town would still plan to have their annual Day In The Park in September, 2002 since the bi-centennial would be celebrated in October, 2002.
The general consensus of town council was to have everything together during the bi-centennial.
BROOKNEAL RESCUE SQUAD
Eztel, the local telecommunications business in town that uses the old rescue squad building is purchasing that building from the rescue squad. The town should release any interest in the building to the rescue squad by Quitclaim Deed.
Upon motion by Meg Tibbs, seconded by Jack Woodell and unanimously carried, council authorized the appropriate papers to be signed so that the sale of the building would move forth.
MAIN STREET PROPERTY
Upon motion by Jack Woodell, seconded by James Nowlin and unanimously carried, council accepted the offered donation of the Main Street property from W. T. Carr and authorized the town manager to complete the transaction.
TOWN SQUARE
Upon motion by Meg Tibbs, seconded by Phyllis Campbell and unanimously carried, council authorized W. W. Associates to prepare preliminary design work on Town Square for a fee of $1,500.00.
LAW ENFORCEMENT BLOCK GRANT
Upon motion by Everett Guill, seconded by Phyllis Campbell and unanimously carried, council approved the Local Law Enforcement Block Grant for $7,686.00 with the town matching funds of $769.00.
REGION 200 STRATEGIC PLAN
Upon motion by James Nowlin, seconded by Meg Tibbs and unanimously carried, council adopted the following resolution:
RESOLUTION OF
THE BROOKNEAL TOWN COUNCIL
IN SUPPORT OF AMENDING THE 1997-2002 REGION 2000 REGIONAL COMMISSION STRATEGIC PLAN
Whereas, The Central Virginia Planning District Commission (CVPDC) Strategic Plan (1997-2002) provided strategies and projects the Commission would pursue in the enhancement of the quality of life in Region 2000; and,
Whereas, The CVPDC has been reorganized and renamed the Region 2000 Regional Commission; and,
Whereas, The selection of services offered by the new Commission to the localities will be broadened to include project development, project management, and the provision of various financial/administration support services; and,
Whereas, In order to qualify for assistance under State and Federal grant programs that provide funding for such projects as regional industrial parks an amendment to the current strategic plan is required; and,
Whereas, It is the intent of the Commission to incorporate this amendment, which will include additional strategies and projects in Region 2000, as a part of the existing 5 year plan.
NOW, THEREFORE BE IT RESOLVED, That the Town of Brookneal hereby adopts Amendment No. 1 to the 1997-2002 Region 2000 Regional Commission Strategic Plan and further supports the use of this document as the planning and project implementation guide for the Region 2000 Regional Commission participating local governments.

REGIONAL INDUSTRIAL PARK
The Town Manager spoke about the Regional Industrial Park in Bedford and the town’s participation in the program.
J. D. Puckett, Campbell County Board of Supervisors representative explained that the site was going to take a lot of work. He also did not think that the county would be purchasing many shares at this time.
Jack Woodell stated that he had eight phone calls against participating in the industrial park and these were the people that had put him in office.
Everett Guill said that he had ten calls and all were opposed to our participation in the park.
Meg Tibbs said that she had looked at the site and it would take a lot of work to make an industrial park out of it, besides people would be shopping in Bedford or Lynchburg instead of Brookneal.
Mayor Cox ruled that the general consensus of the council was not to participate in the Regional Industrial Park at this time.

RED HILL GARDEN CLUB
Phyllis Campbell read a letter from Red Hill Garden Club to town council requesting monetary support from the town for the various gardens they will be working on for the bi-centennial, the approximately cost is $1,500.00.
Council suggested that this be included the budget preparation for FY 2001-02.
